Good idea, BUT you will be like a hen, making eggs, only to be taken by humans. You will be fat targets to many people, even mercs.
You should hire mercs (alot), or enter a group of crews (Federation maybe) to keep your peace, and also the monthly renewal is kinda pointless since people may be off for a month (not their fault) and come back and find their games work gone.
The tax isn’t a good idea since in a crew where trade is prohibited with others. People will be scrambling for money.
Your rules are too restricting since many players aren’t the most obedient and love PvP and free roaming, the obedient players are good members but are in short availability.
There are many problems, you SHOULD HAVE YOUR MEMBERS SCULPT THE RULES, but keep the order.

Raise an army with a reputation like that you will be pretty well defended, you seem to be a good leader and tip: make your first bases underground as protection, then when you are better, move above ground.
Your intentions are honorable and I(co-leader of EA) will be interested in protecting you (need perms from InventorJohn first). I only point weaknesses because only you can change the rules.
