I have an idea to make a new warp were people can go and put up heads of random people of whoever they want on like a wall to show who plays the sever ans stuff but not like a wall of shame that would be mean.

Not technically possible, everyone on the server would need build permssion.

You could create your own with a “donate” system, which can be done via a donate sign shop that uses a donate sign to safley put an item into a chest somewhere, or you could use hoppers for people to doante heads.

You could then make your own wall of heads.
