Okay so just a while ago I was told that by donating 20$ you receive a permanent captain. I donated twice but both have expired in 2 months. If it is true that it should last forever I would like to know why its not working.

Um No, This has been a basic piratecraft Buyers information and agreement once you purchase captain it says it will last for only two months.

The rule never changed, nor did the buyer agreement. Plus you have donated multiple times to re knew your captain membership so you should be used to this.

What @Reptaria Said, always been that way, Its labelled everywhere. you did not post your username, I had to do a history check on Hamboning8 to find out you are now called _Missive_, very fitting username! You asked me in-game today, when I was extremely busy (its Halloween if you hadn’t noticed) that you wanted Boatswain rank!? But you never purchased this, you purchased Gunner rank, so with that and asking for captain for life (I have no idea where you got that from!) I can only assume you are trying to play me.

If you still wish, I will move you back to gunner rank, it is very cheeky to lie saying you have Boatswain.
