[changelog] Updated Chat plugin, Removed More kicks from Anticheat.

  - All the configs had to be re-made from scratch, so it took a while
  - You shouldn’t notice any difference, if you see any changes to the filters, or spam system, death messages please do reply, as it was not intended.
  - It should have better discord support.
  - It should have better channels, I may test these again on the test server.
- Updated Anticheat configs, I re-removed the kicks, I missed a TON of places it was kicking and wanted to test without kicks, not sure how I missed these before.

- Fixed issue with command similarity blocking the command
- Fixed issue with not being able to place two signs the same.
Again. Issues need to be reported to the forums, 18 people online that knew about these two and not a single one left a message here.
