I was wondering, in this server with vacant ships and cannons that have not been fired in ages, to have small waring periods.  Where main/big alliances that are not inactive can fight each other, while smaller crews can ally themselves with these main alliances.  There will be designated cities, towns  and forts(not marked on live map).  Enemies and allies can be declared and finally ships and cannons can be put to use with the enemies meeting up at a rough area in the ocean and having a full on battle royale.  The of course sieges of these cities towns and forts.  Occasionally there will be ceasefires so alliances can recoup and rebuild.  But just so alliances can keep fighting an alliance have won a battle if they have destroyed all cannons or all enemy soldiers, not the entire city or structure.  This seems like a meaningful and fun way to re-energize the server and finally give some people some action.

This is just a small idea/dream that looks like it was meant for this server.
