Ahh! You have permission to use the normal ignore, but I think its getting over-writte by another plugin, Ill see if theres a seperate permission to enable it.

use /eignore instead, that works, I forgot, But I also wrote that in the bible! Took me this long to remember I did it!
Also, Unpleasant players can be reported to me or reaper with a timestamp & date, we can check the logs and ban/mute/jail appropriately.
