As far as I know there is no way to craft of find elytras due to how they are only found in the end and most if not all have already been looted. My proposal is to make a way for new players or returning players to be able to acquire this rare item. In vanilla minecraft, the End Islands would continue spawning indefinitely making is possible to acquire as many elytras as you want. But due to world borders the end islands were cut short severely limiting the amount of elytras on the server. I know that some of you really enjoy that the elytras are a rare item on the server and I too believe that they should stay that way.

In 1.9 it is now possible to re-spawn the Ender Dragon by simply crafting Ender Crystals and placing them around the portal the dragon leaves behind when it dies.  I propose making it so that the Ender Dragon would have a chance to drop an elytra. This chance would of course be really slim (like below 10%, or maybe even less). In addition, the price of crafting Ender Crystals should be jacked up to avoid, or at least reduce, continuous farming of the Ender Dragon and to keep the value of rarity elytras currently have.
