Piggy backing slightly, also kind of criticizing and expanding on what Anandak said- You just have to put on a better, positive attitude, and get on and try and ignore things like these KaiZXog.
However, I have seen multiple mentions recently of “Admiral_Miliki did this/that” on the forums, so I am guessing he is somewhat a problem for newer players.
Looking at your report, it is lacking in information, and you even state you have little or no proof apart from 1 eye witness on the server which does nothing for you as they can only give so much information.
Your report is also one this player attacking you repeatedly- griefing and spawn killing, which is harassment- IF proven. Doing this to multiple players is not however. If I were you though, I would start recording your gameplay, and taking screenshots and slowly accumulate evidence for your case if this problem persists, rather than reporting someone with a statement that you cannot even reliably back up. If he is repeatedly spawn killing you, WITHOUT you provoking him, then I am sure we can agree that as harassment too.
I would also record the dates and times of you accumulation of evidence, so if it was repeatedly, we can see can we can work with you from there on whether it is harassment or not.

-We do, it is against the rules as it is harassment, especially if Miliki (as far as I know) does not have valid intentions.
What we need is raw details
-All of this is correct, details and proof provide us with evidence to hold against him, if you do not provide the evidence. What are we going to ban him on? An eyewitness account? That wouldn’t even get you a step into a real court.

-Unfortunately, this is true, you are holding resentment against someone without justifiable evidence. That being your lack of evidence.
