I was thinking that maybe we could add marines from a “world goverment ” as a type of antagonist in piratecraft. Maybe the would be Zombies  in a ship in a random area this zombies would have special heads and the main boss (the captain of the ship) would have the best armour but he spawns raerly. Just a thought it would be lost of fun. and there base of operations Could be in the” New World” i dont know how but it would be nice that they could use cannons ;/ or maybe a player detection system that shoots at you if you get to close to the Marine base making it very hard to get to the main boss (a wither with diamond god armour maybe?).
