I think that a bigger ship (over indiaman size) should only be pilotable by quartermasters because they are actually willing to put in the work and dedication it takes to get that rank instead of just donating to get what you want. (Quartermaster is the only non-donatable rank, therefore showing commitment to the server rather than laziness, so I believe there should be quartermaster-exclusive perks)
