Iridus is correct.

Make sure it is grey wool, as it is the only sort of cannon that can be manned by Cadets and up until they reach gunner rank.

It will only fire cobble stone also, which it will call shrapnel, this is usually used against other players or mobs.

It’s not the greatest, but it’s a good starting cannon and it does look threatening.
