I’m not sure how effective a limit would be as you could bypass it by entering through a friend or a ‘co-builder’, so this would only really deter those who aren’t part of a big crew/group from entering.

Maybe builds could go through a second stage of voting from staff? Or have staff chose one of the podium positions(3rd?) exclusively?
